Statement at the Central Organ Meeting on Congo Brazzaville

"In the circumstances, and in order to avoid the creation of a vacuum, I intend, subject to the concurrence and authorization of the Security Council, as well as agreement by the Congolese parties, to request countries with proven military capability to dispatch to Brazzaville an advance military detachment to be entrusted with the establishment of a secure environment for the deployment of the eventual force." - Dr. Salim, June 23, 1997
