"The security situation has continued to deteriorate. Not only have witnessed more casualties, and more displacements as a result of continued insecurity but also an escalation of action perpetrated against civilians by all sorts of criminal elements who seem in some cases to end with impunity, the need to put an end to this insecurity and end an atmosphere of heartlessness cannot be over emphasized.
