Dr. Salim addresses the Heads of State of the Economic Community for Central African States in Kigali, Rwanda. He challenged the audience to think critically about what the impending regional integration project for Europe means for the continent while America and Canada are moving economically closer to setting up free trade zones and easing tariff barriers.
"Africa has no choice but to begin a sustained march towards self-reliance; to elaborate development strategies which place progressively diminishing emphasis on external assistance and promote intra-African cooperation and joint action." - Dr. Salim, January 25, 1990
