Correspondence to President Ali Hassan Mwinyi from Dr. Salim on the Activities of the Neutral Military Observer Group in Rwanda

Dr. Salim provides an update to President Ali Hassan Mwinyi of Tanzania on the activities of the Neutral Military Observer Group (NMOG) in Rwanda from November 1990 through to August 1991. 

"Pursuant to that mandate, I appointed Brigadier Hashim Mbita, the Executive Secretary of the OAU Liberation Committee to be my personal representative and to Head the Team of Neutral Military Observers. From November last year until the present, Brigadier Mbita and his Team of Observers have been in Rwanda trying their best and against the many odds to discharge the responsibilities placed upon them by the Gbadolite Summit." - Dr. Salim, August 26, 1991
