"Prime Minister Meles informed me that he had been requested by President Mugabe to undertake a short visit to Zimbabwe. Though because of his current situation (Ethiopia-Eritrea crisis) he was reluctant to do so, he had decided to undertake the visit so as not to disappoint Mugabe. But for the visit to be meaningful in terms of fact finding for himself he has decided to visit first Kigali then Kampala before proceeding to Harare. From Zimbabwe he plans to go to Pretoria." - Dr. Salim, August 28, 1998
